Bug Fixes

The time portion of the Date of birth with default to 05:30 regardless of if the information was captured via the Application or copied from records retrieved from the ID verification service.

This prevents an issue where DOBs with a time of midnight were appearing as the previous day if they fell between what would normally be considered non BST during the years 1968-71. At which time the UK was conducting an experiment with DST where they never returned to GMT from BST during the winter.
